IT Acquisition

The Chief Information Officer (CIO) is responsible for guiding the Department’s effective use of information technology (IT) and for managing the Department’s IT resources.

It is the policy of the OCIO when acquiring Information Technology (IT) solutions to integrate project management, financial management, acquisition management, and quality oversight processes into a cohesive process to achieve programmatic goals.

To facilitate this policy with respect to acquisition management, the Office of IT Corporate Management's Acquisition Team will provide advice on contracting issues within the OCIO and other Departmental program offices.

The Office of IT Corporate Management oversees the business and information management (IM) activities for the OCIO. Some of those activities are:

  • managing the acquisition process of the Department’s Information Technology in accordance with the Federal Acquisition Regulations;
  • administering the formulation and execution of the CIO annual appropriation;
  • providing financial management for the CIO's business lines in the Working Capital Fund; and
  • receiving and managing funds from Headquarters program and field offices to pay for goods and services provided by the OCIO.

The consolidation of IT service delivery to the Department will be achieved by way of the innovative public/private partnership designed to utilize contractor support through Energy Enterprise Solutions LLC, to supplement federal personnel performing inherently governmental functions within the Most Efficient Organization (MEO).  The objectives of the IT-A76 Study will be fully realized as the MEO is implemented, and DOE Programs utilize EES, the MEO contract vehicle.
